California P3 Infrastructure Group, CaP3i, is a joint venture between Meyers Nave, one of California’s premier public agency law firms, and Public Private Community Development LLC, a privately owned, policy-driven infrastructure development firm. The mission of CaP3i is to guide government entities and public organizations through all facets of public-private partnerships (P3) in California.

The group is headed by Frank V. Zerunyan and Steve R. Meyers. Mr. Zerunyan is a distinguished lawyer and public servant whose visionary leadership in infrastructure development has helped many municipalities and public agencies revitalize their urban cores. Mr. Meyers is one of the most respected public agency lawyers in California and co-founder of the law firm Meyers Nave. He has dedicated more than 30 years to public law, working with dozens of California’s municipalities and public agencies. Together they bring to the group unmatched experience in public law as well as finance and private sector business skills.
