For over thirty years, Steve has counseled local public entities on the delivery of public projects both as public infrastructure using design-bid-build and in the redevelopment context of development agreements and private construction. He has served as city attorney and general counsel to dozens of public agencies. His areas of expertise are land use, infrastructure projects and transit-oriented development transactions.
